Abstract

This research examines the problems after the exchange of kalurahan land with community land in Bangunjiwo Kalurahan, Kapanewon Kasihan, Bantul Regency, Yogyakarta Special Region. The exchange was carried out in 1975 with the aim of building a village health center, which later changed its function to become Bangun Putra Kasihan Special School (SLB). The purpose of this research is to analyze the mechanism of land swap implementation, identify the results of land swaps that overlap, and formulate effective solutions in solving post-land swap problems. The method used in this research is a qualitative method with a historical and empirical approach. The results obtained in this study are, the implementation of the exchange of kalurahan land with residents' land administratively based on DIY Governor Regulation Number 24 of 2024 concerning Utilization of Kalurahan Land that the replacement land for residents is equivalent and worth what is taken into account when exchanging the land. Problems after the land swap in Bangunjiwo Kalurahan occurred due to administrative errors during the inheritance process on SHM Number 1056 which overlapped with the measurement drawing of SHP Number 00187 owned by the Kalurahan Government caused by inaccuracies in the measurement and designation of boundaries during the process of registering the kas kalurahan land. The settlement of land swap problems through the Petruk Tawakal Team at the Bantul Regency Land and Spatial Planning Office which acts as a facilitator and mediator between residents, the village government, and related agencies to resolve the problem of exchanging village land with residents' land. This research recommends the need for refinement and affirmation of regulations related to the exchange of kalurahan land and strengthening coordination between agencies in resolving land issues in order to prevent the recurrence of similar problems.
