Abstract

The close relationship between humans and land and the need for legal certainty of land ownership underpin the urgency of this transformation. Minister of Agrarian Affairs and Spatial Planning/Head of National Land Agency Regulation No. 1 of 2021 concerning Electronic Certificates provides the legal basis for this change. This research aims to understand the public's perception of the digital transformation from analog certificates to electronic certificates at the Badung Regency Land Office. The study results indicate that the majority of respondents are aware of and comprehend the benefits of electronic certificates, such as enhanced data security and service efficiency, which are supported by active socialization efforts from the Badung Regency Land Office. The public also perceives the information as easily accessible and the system as user-friendly, fostering their readiness to transition to electronic certificates. However, some concerns arise regarding digital literacy, particularly among the elderly, and the potential risks of cybersecurity. Overall, the community provides a positive assessment of electronic certificates and fully supports the digitalization of land services. This trust is built upon assurances of data security, the credibility of the National Land Agency (BPN), and the effectiveness of socialization. These findings affirm that strong public acceptance is crucial for the successful implementation of national digitalization programs, although challenges related to digital literacy and cybersecurity still require attention and improvement efforts.
