Abstract
This study aims to analyze the implementation of a land redistribution program originating from former HGU land owned by PT. Sawit Desa Makmur in Talang Belido and Mekar Jaya Villages, Muaro Jambi Regency. This study focuses on how the program plays a role in strengthening farmers' land ownership and providing legal certainty for beneficiaries. It also identifies the obstacles encountered and the solutions implemented during the land redistribution implementation process. A descriptive qualitative research method was used to comprehensively understand the phenomenon under study. Primary data collection was conducted through in-depth interviews with informants, including representatives from the Muaro Jambi Regency Land Office, local village governments, and beneficiary farming communities. Secondary data was obtained from the analysis of official documents such as laws and regulations related to agrarian reform, program implementation reports, and regional maps. The results of the study show that the land redistribution process has been carried out in accordance with the procedures mandated in Presidential Regulation Number 86 of 2018 concerning Agrarian Reform and Implementation Guidelines.Land reform2023. This program has been significantly successful in providing legal certainty over land ownership for farmers who previously cultivated ex-HGU land without a strong legal basis. However, the program has faced several obstacles in its implementation. These obstacles include administrative aspects, such as the lack of definitive village boundaries and a lack of community understanding. Technical aspects include the lack of clear physical boundary markers and challenges in coordinating the presence of witnesses. To address these challenges, various solutions have been implemented, including improved inter-agency coordination for boundary resolution and more intensive technical assistance in the field. The success of this land redistribution underscores its role in realizing agrarian justice and improving community welfare by strengthening land ownership and legal certainty, with an adaptive approach to emerging challenges.
