Abstract

Digital transformation in land administration services has become a necessity in line with the advancement of information technology. One major initiative is the shift from analog certificates to electronic land certificates initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). This study aims to analyze the effectiveness of electronic land certificate issuance at the Land Office of Sukoharjo Regency and compare it with analog certificates in terms of quality, quantity, and processing time. The research employs a qualitative approach using observation, interviews, and documentation techniques. The findings indicate that the implementation of electronic certificates has positively impacted service speed, data accuracy, and administrative efficiency. Nevertheless, the transition also faces challenges, including human resource readiness, public understanding, and the need for stronger regulations and digital security systems. Overall, electronic certificates are considered more effective than analog certificates, particularly in enhancing service speed and transparency. These findings are expected to support the development of land service policies that are more responsive to technological progress and public needs.
