Abstract

This study aims to examine the transformation of forest management by the community of Bah Village through the Community Forest (Hutan Kemasyarakatan/HKm) scheme, focusing on changes in access to forest resources, strategies to enhance community participation, and the implementation of forest management work plans by the Maju Jaya Forest Farmers Group (KTH). Prior to the HKm program, local communities managed the protected forest informally and exploitatively without legal certainty, leading to tenure conflicts and illegal marketing of forest products. Following the issuance of the HKm permit through Ministerial Decree No. SK.1038/MENLHK-PSKL/PKPS/PSL.0/9/2023, significant changes occurred toward legal, participatory, and conservation-based forest governance. Participation enhancement strategies were implemented through institutional strengthening, technical training, participatory planning (RKPS), and infrastructure development. However, participation levels remain challenged by limitations in funding, road access, and technical literacy. The implementation of the HKm work plan shows that most activities have been carried out, particularly those related to rehabilitation, agroforestry, and conservation, while programs such as ecotourism and business unit (KUPS) development are still limited due to technical and financial constraints. This study concludes that the HKm scheme has strengthened legal access, reduced land conflicts, and promoted integration between forest sustainability and the economic well-being of local communities through participatory approaches.
