Abstract
Village boundary determination and confirmation documents are highly important as the legal basis for village administration. Without legal status or without proper regulatory procedures, these documents can trigger boundary conflicts, legal uncertainty, and hinder village governance and the utilization of village assets. Without valid boundary confirmation documents, village areas cannot be optimally administered, resulting in obstacles in development planning and resource distribution. Langgeng Village, Tlogomulyo District, Temanggung Regency, is one of the villages that does not yet have a legal boundary determination document in accordance with the provisions of Minister of Home Affairs Regulation Number 45 of 2016. The village boundary determination process is still limited to cartometric methods without the installation of boundary markers in the field. This raises doubts about the validity of the resulting boundary documents and has the potential to lead to boundary disputes between villages. Furthermore, Langgeng Village has been the location for the Complete Systematic Land Registration Program (PTSL) implemented by the Temanggung Regency Land Office. This program aims to accelerate comprehensive land registration and provide legal certainty regarding land ownership. Through the PTSL (Complete Land Survey) activities, systematic land measurement and mapping data are available and can be used as a reference in the process of determining village administrative boundaries. This study aims to (1) determine and confirm village boundaries in Langgeng Village, (2) determine the role of the Village Development Planning Team (PPBdes), and (3) validate the documentation of village boundary determination and confirmation procedures. This study used a descriptive qualitative method. Primary and secondary data were obtained through interviews, observations, and literature reviews to obtain information on the process, roles, and validity. Data analysis employed a qualitative approach with data collection, data reduction, data presentation, and conclusions. The results indicate that PTSL data contributes to determining the administrative boundaries of Langgeng Village. The PTSL base map and coordinates from the PTSL measurements can be used as a reference for compiling more accurate and legal village boundary maps. However, to validate it as a legal basis for determining and confirming village boundaries, adjustments to the format or form of the minutes are still needed, as contained in the appendix to Minister of Home Affairs Regulation No. 45 of 2016. This also supports the findings of PTSL data, such as measurement drawings and boundary markers, which support the lack of minutes for determining and confirming village boundaries (7 of the 9 minutes have not been prepared). In conclusion, the role of the PTSL program in determining administrative boundaries lies in the technical, legal, and administrative aspects.
