Abstract

This study explores strategic efforts to accelerate land registration in achieving Complete City status within the administrative area of the Langsa City Land Office. The Complete City initiative is a national priority program initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), aiming to establish administrative regions where all land parcels are legally and spatially registered, valid, and integrated into the national land administration system. This program is crucial due to the high number of unregistered or inaccurately documented land parcels and the persistent land disputes resulting from the lack of legal certainty over land rights. This research adopts a qualitative descriptive approach and applies SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) to identify the internal and external factors affecting the implementation of the Complete Systematic Land Registration (PTSL) program at the Langsa City Land Office. The findings indicate several strengths, including strong regulatory frameworks, well-established institutional structures, and prior experience in PTSL implementation. Nonetheless, challenges remain, such as limited funding, shortage of skilled surveyors and technical personnel, and low public awareness of land law and rights. Opportunities identified include advancements in information technology and national digital transformation policies, while threats consist of overlapping land parcel data, lack of community engagement, and mismatches between administrative and cadastral boundaries. Based on the SWOT analysis, a number of strategic measures are proposed: enhancing cross-sectoral coordination, maximizing the use of computerized land registration systems (KKP), increasing technical staff training and capacity, and conducting widespread public education and outreach. The implementation of these strategies in a consistent and structured manner is expected to expedite the realization of Complete City status in Langsa. Furthermore, it will contribute to strengthening legal certainty, promoting orderly land administration, and supporting sustainable spatial planning and development in Indonesia.
