Abstract

Digital transformation in public services, including in the land sector, has significantly changed the way services are delivered. During the transition from a manual to an electronic system, various challenges are still encountered in the field. The electronic transfer of land rights service is a form of digital transformation within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). This service is a new innovation being implemented at the Denpasar Land Office, which has also been designated as one of the pilot project locations. This study aims to examine the implementation of electronic land rights transfer services at the Denpasar Land Office, as well as to identify the challenges encountered and the strategies to address them. This research uses a descriptive qualitative method with data collection techniques including observation, in-depth interviews with Land Office officials and PPAT (Land Deed Officials), and a literature review of relevant regulations and sources. The results show that the implementation of the electronic land rights transfer service at the Denpasar Land Office has been carried out in accordance with the prevailing land regulations governing the transfer of rights and the administration of electronic land services. Several fundamental differences exist between electronic and manual transfer services, namely: 1) regulations; 2) deed registration; 3) document rejection; 4) document review; 5) processing time; and 6) the form of the certificate. The challenges faced include system disruptions and document errors. Resolution strategies include scheduling document reviews, direct corrections through the system, and coordination with PUSDATIN. PPATs also conduct pre-submission reviews, assign technical staff, and prepare manual documents when system issues occur. These findings are expected to support the development of more adaptive and responsive electronic land services in the future.
