Abstract

Road asset certification is a strategic step in supporting the management and security of regional government assets. This study aims to analyze the implementation strategy for district road asset certification in Karo Regency, North Sumatra Province, and to identify challenges and acceleration efforts undertaken by relevant agencies. The method used is a descriptive qualitative approach, with data collection techniques through interviews, field observations, and document studies. The results indicate that the implementation strategy involves coordination between the Public Works and Spatial Planning Agency (PUPR), the Regional Finance and Asset Management Agency (BPKAD), and the Land Office. The main obstacles encountered include inconsistencies in administrative data, budget constraints, and a lack of technical understanding at the village government level. Efforts undertaken include data digitization, community outreach, and the use of a geographic information integration system (GIS). With a collaborative strategy and a systematic approach, accelerated certification can be achieved to support orderly regional asset administration and sustainable road infrastructure development.
