Abstract

This research is motivated by the fact that the condition of complete land registration in Ternate City has not yet been fully achieved, resulting in numerous overlapping land parcels, many registered parcels that have not been mapped—particularly in categories KW4–KW6—registered parcels (KW1–KW3) that still experience gaps/overlaps, several Measurement Letters (SU) and Situation Maps (GS) that have not been successfully mapped, and many Land Books (BT) and Measurement Letters (SU) that cannot be found. The purpose of this study is to identify efforts to improve the quality of complete land registration data in Ternate City from the perspective of the 5M aspects (Man, Material, Machine, Money, Method), as well as to identify obstacles and formulate solutions to enhance data quality in order to achieve complete land registration in Ternate City based on these 5M aspects. This research adopts a descriptive qualitative approach, collecting data through interviews, field observations, and document studies. The data collected include physical and juridical data of land parcels, cadastral maps, PTSL achievement data, and relevant regulatory documents. The analysis compares the existing conditions with the Complete City target, then outlines the problems and improvement needs using the 5M framework to identify the relationships between resources, processes, and outcomes. The data are further analyzed using a SWOT (Strengths, Weaknesses, Opportunities, Threats) strategy. The results indicate that improving data quality has increased the number of registered parcels and enhanced the quality of spatial data; however, the criteria for a Complete City have not been fully met, as there are still unmapped KW1 parcels, limited human resources, inadequate surveying equipment, and budget constraints. In terms of achievements, the program has succeeded in expanding the coverage of cadastral maps, accelerating the certification process, and providing a more integrated database, although further steps are required to achieve the 100% Complete City target.
