Abstract

This research investigates the impact of the Pelayanan Tanah Akhir Pekan (PELATARAN) program on the improvement of land registration services and community satisfaction at the Land Office of Sleman Regency. The study is motivated by the increasing need for accessible and efficient public services, particularly in land affairs, which often face constraints in working hours. The Pelataran program, initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), aims to provide land services during weekends to accommodate citizens who are unable to access services on weekdays. The research employs a quantitative method with a descriptive-comparative approach. Data were collected through questionnaires and interviews with Pelataran service users and officials at the Sleman Land Office. The study focuses on one independent variable (X), namely the Pelataran program, and two dependent variables (Y1 and Y2), namely the improvement in land registration services and the level of public satisfaction. Data analysis involved comparing service performance before and after the implementation of Pelataran and measuring the public satisfaction index based on nine indicators stipulated in the Regulation of the Minister for Administrative and Bureaucratic Reform No. 14 of 2017. Findings indicate that the Pelataran program significantly improves the accessibility and efficiency of land registration services, as evidenced by the increase in weekend service submissions. Moreover, the community’s satisfaction level falls into the “Good” category, reflecting positive responses across all measured indicators, such as requirements, procedures, service time, costs, and staff behavior. The study concludes that Pelataran is an effective innovation in public service delivery, supporting legal certainty and administrative efficiency in land affairs.
