Abstract
Land digitalization through electronic certificates offers significant opportunities to enhance the quality of public services. This system allows the public to access land services more quickly, efficiently, and transparently without complex bureaucratic procedures. In North Lampung Regency, an area with considerable agrarian conflict potential, electronic certificates are considered effective in reducing disputes by providing more accurate and easily verifiable land ownership data. This study aims to evaluate the implementation of electronic certificates in land services and identify the challenges faced by both officers and the community. The research uses a descriptive qualitative approach through in depth interviews. The findings indicate that electronic certificates have a positive impact, particularly in accelerating service delivery and improving transparency. Most residents perceive the process as more efficient compared to previous systems. However, the implementation still faces challenges such as limited public understanding and the need for strengthened infrastructure and digital literacy. Therefore, strategic efforts from the government are essential to ensure the sustainability and equitable distribution of benefits from this land digitalization policy.
