Abstract

Law No. 25 of 2009 explains that public services are activities that meet the legal service needs of citizens related to goods, services, and administration. The PELATARAN Application Program aims to increase public awareness of land administration in order to protect land rights. This study examines the effectiveness of PELATARAN at the Karawang District Land Office, focusing on implementation, effectiveness, challenges, and solutions to improve the quality of land administration services. Using a descriptive qualitative research method, data was collected through in- depth interviews with key informants at the Karawang District Land Office, direct observation, and document analysis. This approach allows researchers to understand the phenomenon holistically and in depth. The research findings indicate that PELATARAN has proven effective in improving public access to land services, as evidenced by a significant increase in the number of applicants from 22 in 2023 to 199 in 2024, and 72 as of April 2025. Public satisfaction levels are also very high, reaching 97.50% based on internal surveys and 93.16% from researcher surveys. This effectiveness is supported by structured implementation stages, increased public awareness through digital outreach, and good organizational integration. However, the main challenges faced include a lack of public understanding, particularly in remote areas, and human resource limitations during spikes in applications. In conclusion, PELATARAN is a successful public service innovation that has improved ease of access and public satisfaction. It is recommended that the Karawang District Land Office continue to optimize outreach through various media, strengthen inter-unit coordination, and enhance human resource capacity to ensure the sustainability and effectiveness of the program in the future.
