Abstract

The KKPR is utilized to replace the location permit, which is one form of spatial utilization permit. In its implementation, the issued KKPR requires supervision to ensure compliance during both the construction phase and the post-construction phase, in order to prevent potential violations. Gunungkidul Regency was selected as the research site because the majority of its territory is classified as a Strategic Spatial Unit (SRS), which necessitates an examination of how the KKPR is implemented in the region. This study aims to analyze the implementation of the Assessment of KKPR Execution and the Independent Statement of Micro and Small Enterprises (UMK). This research employs a qualitative method using Miles & Huberman’s analytical model, which is intended to help researchers gain a deeper understanding of the data through a systematic and continuous process involving data reduction, data display, and conclusion drawing. The findings of this study indicate that the mechanism of KKPR and PMPUMK assessment in Gunungkidul Regency has been carried out in accordance with the applicable regulations, with two government agencies involved in its implementation. Several obstacles, both technical and non-technical, were identified; however, these challenges did not significantly hinder the assessment process.
