Abstract

This study aims to analyze the geometric conformity between two adjacent Areas of Interest (AOIs) to fulfill the Service Level Agreement (SLA) in the implementation of the Integrated Complete Systematic Land Registration (PTSL) at the Serang Land Office. The main focus is the spatial accuracy evaluation of land parcels derived from orthophotos processed through photogrammetric methods using Agisoft Metashape software. Data were acquired by collecting Ground Control Points (GCPs) and reprocessing aerial imagery using the Structure from Motion (SfM) technique to enhance the geometric accuracy of the maps. Statistical analysis was conducted by measuring coordinate deviations of control points using Root Mean Square Error (RMSE) and Circular Error at 90% confidence level (CE90). The results indicated that a well-distributed and strategic placement of GCPs significantly improved orthophoto accuracy, achieving an RMSE of 0.080 meters and CE90 of 0.144 meters, showing improved precision compared to initial conditions in AOI 1 and AOI 2. Centroid point tests of land parcels revealed positional shifts within technical tolerance limits, yet potential mismatches in boundary positions persisted, particularly in AOI border areas before geometric correction. These findings emphasize the critical role of image reprocessing and GCP augmentation to mitigate spatial displacement that may affect the validity of land registration data. This study contributes to the development of geospatial data quality evaluation methods within the PTSL Integrated framework, ensuring sustainable and accurate land parcel mapping in compliance with SLA requirements, and recommends periodic spatial inspection and validation across AOIs to maintain consistent land parcel geometry.
