Abstract

The completion of K4 is one of the important steps to improve the quality of land data to realize a complete district. The success of improving the quality of K4 land parcel data is inseparable from the success of the Complete Systematic Land Registration (PTSL) program. In addition to the PTSL program, the Ministry of ATR/BPN also implements the Complete Regency/City Land Registration (PTKL) program. The Sleman Regency Land Office is one of the offices that includes 104 priority orders based on the Decree of the Minister of ATR/KBPN to implement PTKL in 2024. This study aims to determine the implementation of improving the quality of K4 land plot data, internal and external factors that affect the implementation, as well as the strategy to improve the quality of K4 land plot data carried out by the Sleman Regency Land Office. The research method used is qualitative with a descriptive approach using SWOT analysis to identify the right strategy in optimizing program implementation. The results of the study show that the implementation of improving the quality of K4 land plot data at the Sleman Regency Land Office is carried out based on the flow contained in the 2022 PTSL Juknis. The analysis of the 5M management elements shows the results where all stages in this activity have met all the elements. However, there are still factors in the form of limited human resources, completeness of physical documents, and inter-agency coordination. The proposed strategy recommendations include strengthening human resource capacity, utilizing information technology, and increasing collaboration with relevant stakeholders.
