Abstract

The Complete Land Registration of Districts/Regencies Program (PTKL) is a National Strategic Program (PSN) of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). One of the activities in PTKL is improving the quality of land parcel data in Cluster 4 (K4). K4 land parcels are registered and certified parcels that have not yet been mapped into the Computerized Land Registration Map (KKP). In 2024, the Kudus District Land Office is striving to realize Kudus District as a “complete district.” The large number of K4 land parcels targeted for completion, along with other land service activities, often leads to obstacles during implementation. To address these obstacles, solutions and strategies are needed to ensure that the quality improvement of K4 land parcels runs smoothly and produces accurate data. The objectives of this study are to identify the efforts to resolve K4 land parcels, the obstacles encountered in the process of improving the quality of K4 land parcel data, the solutions to overcome these obstacles, and to assess the progress of data quality improvement at the Kudus District Land Office. To achieve these objectives, the researcher employed a qualitative research method with a descriptive approach. The results of the study are as follows: (1) The improvement of K4 land parcel data quality involves five elements: Human Resources (HR), equipment/facilities, activity budget, materials, and procedures; (2) The obstacles in improving K4 land parcel data quality at the Kudus District Land Office consist of technical and non-technical constraints; (3) In terms of progress, two villages in the district have successfully mapped all KW4, KW5, and KW6 land parcels.
