Abstract

This study investigates the implementation of Electronic Mortgage Services (HT-el) at the Land Office of Manokwari Regency, West Papua Province. The research aims to analyze the application of HT-el and identify the obstacles encountered during its implementation, along with the efforts made to overcome these challenges. Utilizing a qualitative descriptive research method, data was collected through in-depth interviews with key informants, including the Head of the Land Office, the Head of the H2P Section, staff members, and Notaries/PPATs. The findings indicate that the implementation of HT-el at the Manokwari Regency Land Office has followed the stages outlined in Law No. 4 of 1996 concerning Mortgages, covering the loan agreement, deed creation by PPAT, registration at BPN, certificate issuance, and eventually execution and revocation of the mortgage. This electronic system aims to enhance efficiency, transparency, and accuracy in land services by streamlining the registration, alteration, and deletion of mortgages. Despite these efforts, significant challenges persist, such as unplotted land parcels in the Geo KKP system requiring manual checks, incomplete application files, continued manual registration processes prone to errors, discrepancies between subject and object data, and non- compliance with Standard Operating Procedures (SOPs). To address these issues, the Land Office has undertaken various measures, including intensified land plotting, optimization of the HT-el system for digital file verification, a full transition from manual to electronic registration, mandatory data synchronization by creditors and debtors, and continuous socialization and training for all stakeholders.
