Abstract

This study examines the implementation of land transfer services through electronic sales and purchases at the Cilegon City Land Office. This digital transformation is part of the "7 Priority Land Services" program of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), which aims to improve efficiency, transparency, and legal certainty in land administration. This study uses a descriptive qualitative approach with data collection methods through interviews, observation, and documentation. Data analysis was carried out by triangulating sources, methods, and theories, and combined with the 5M approach (Man, Money, Material, Machine, Method) and Merilee S. Grindle's policy implementation theory. The results of the study indicate that the implementation of electronic services. This process involves PPAT in inputting sales and purchase deed data into the electronic system, followed by verification by land office officers. However, this implementation faces various obstacles, including limited human resources (Man) in technology adaptation, budget (Money) for system maintenance and improvement, facilities and infrastructure (Material) such as unstable internet connections and uneven distribution of devices, technical disruptions in the application system (Machine), and adjustments to methods and procedures (Method) in the field. The implemented solutions include continuous training for employees and PPAT, procurement of additional devices, and intensive coordination with related parties.
