Abstract
Digital transformation in public services is a national strategic agenda, extending to the land sector through the digitization program of converting analog certificates to electronic ones. This study presents an in-depth analysis of the implementation of this program at the Kubu Raya Regency Land Office. Using a descriptive qualitative method, this research aims to comprehensively examine the implementation process, identify the determining factors—both drivers and constraints—using the 5M (Man, Money, Material, Method, Machine) analysis framework, and formulate strategies for effectiveness improvement based on a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis. The findings indicate that the media conversion process is not a standalone service but is pragmatically integrated into other routine land administration workflows. Its implementation involves stringent stages, starting from the validation of physical data (pre-electronic cadastral map) and juridical data (pre-electronic land book) through to finalization with an Electronic Signature, leading to the issuance of the Electronic Certificate. The 5M analysis identified key driving factors originating from the high commitment of human resources and adaptive internal work methods. However, the implementation is significantly constrained by several crucial factors: the absence of a dedicated budget allocation; the poor quality of inherited data (legacy data) due to massive spatial overlaps and incomplete physical archives; a limited number of personnel disproportionate to the high workload; and the suboptimal performance of the technological system, marked by server instability and a lack of supporting hardware. Based on these findings, a SWOT-based strategy is formulated, recommending that the Land Office proactively leverages its internal team’s cohesiveness to secure national policy support and expand strategic partnerships. Concurrently, fundamental weaknesses such as data quality and resource limitations must be addressed through collaboration and external technical assistance. This effort is aimed at mitigating the threat of future land disputes while building and enhancing public trust in the security and reliability of the Electronic Certificate system.
