Abstract

Digital transformation in the land sector through document digitization has become one of the strategic initiatives undertaken by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). This study aims to analyze the implementation of Pre-Electronic Land Book (Pra BTEL) and Pre-Electronic Measurement Letter (Pra SUEL) activities at the Land Office of West Jakarta Administrative City, by highlighting the challenges encountered and the long-term strategies applied. The research uses a descriptive qualitative method, with data collected through in-depth interviews with seven key informants, as well as document study and documentation. The findings reveal that the main challenges in the Pra BTEL and Pra SUEL processes include the incompleteness and inconsistency between juridical and spatial data, application system and network disruptions, and limited human resources. Solutions implemented include data correction, field verification, technical reporting to the Data and Information Center (Pusdatin), formation of special task forces, and collaboration with third parties. The long-term strategies adopted involve strengthening the integrated data management system, conducting pre-verification with the SUEL and BTEL teams, improving system infrastructure and security, providing technical training for human resources, and developing adaptive standard operating procedures (SOPs). This research is expected to serve as a reference in policy-making to support the successful transition toward a more efficient and reliable electronic land administration system.
