Abstract

This research aims to analyze the potential of village areas in supporting access arrangement within the agrarian reform program, particularly in enhancing community income and welfare. Agrarian reform is not only understood as asset restructuring through land legalization and redistribution but also as access reform that involves empowering communities through the provision of production facilities, access to capital, training, appropriate technology, and market access. The study was conducted in Sidomoyo Village, Godean Sub-district, Sleman Regency, using a descriptive qualitative and participatory approach. The findings indicate that both physical potentials (such as land, water, climate, and topography) and non-physical potentials (such as productive-age population, education, and skills) significantly influence the development of community-based economic activities. Economic analysis of various business models shows their feasibility in generating income and profit. This research recommends the formulation of a participatory access reform action plan based on local village potential to ensure sustainable community development and equitable welfare distribution.
