Abstract

This research aims to examine the issue of residual land in the land acquisition process for the construction of the Bogor Outer Ring Road (BORR) Section IIIB, focusing on Kayumanis Subdistrict, Tanah Sareal District, Bogor City. Residual land refers to portions of land not included in the road construction area but which have lost their economic function due to separation from access points or unsuitability for further use. The objectives of this study are to: (1) analyze the actual condition of residual land; (2) evaluate the implementation of its resolution based on legal provisions; (3) identify key obstacles in the process; and (4) assess the social and economic impacts on affected landowners. This research uses a qualitative method with a descriptive approach, employing field observation, in-depth interviews, and document analysis. The results indicate that the absence of clear technical guidelines regarding criteria and resolution procedures is the main barrier, causing delays in compensation and legal uncertainty. Unresolved residual lands lead to reduced land value, accessibility issues, and social tensions. On the other hand, a fair and transparent resolution enhances public trust and supports sustainable spatial planning. This study recommends that the government issue specific technical regulations and strengthen cross-sectoral coordination.
