Abstract

Floods in Tembilahan District, Indragiri Hilir, Riau, cause material losses, endanger lives, and disrupt the economy due to uncontrolled land-use changes. This study analyzes the suitability of land use with the Regional Spatial Plan (RTRW) in the area. Analysis of Sentinel-2A imagery and 2024 RTRW data shows that 76.59% of the total 18,169.193 hectares "support" the RTRW, 18.93% are "suitable," and 4.48% are "not suitable". Mixed gardens and irrigated rice fields dominate flood-prone areas, indicating high risk. In high flood-prone areas, 28.52% of land use is suitable, 66.72% supports, and 4.76% is unsuitable with the RTRW. The largest inconsistencies are found in mixed gardens within water bodies, industrial zones, and limited production forests. The impacts of land-use incompatibility in flood-prone areas include: environmental (increased flood risk due to inappropriate construction and drainage issues, land subsidence/saltwater intrusion) ; economic (decreased buying and selling activity, property damage) ; and social (changes in social structure, potential population displacement, dilemma between relocation and local wisdom). Policy recommendations focus on RTRW enforcement and sanctions , strengthening Detailed Spatial Plans (RDTR) and infrastructure adjustments , environmental conservation/physical mitigation (dredging canals, prohibiting construction that impedes water flow, avoiding mangrove cutting) , and increasing community participation through RTRW socialization and the pentahelix approach. The implementation of Indragiri Hilir Regency Regulation No. 5 of 2024 remains a challenge for existing areas, requiring a transitional and guidance approach.
