Abstract

The Systematic and Complete Land Registration Program (PTSL) is a goverment policy aimed at accelerating Land registration throughout Indonesia in order to provide legal certainty over land ownership right. This study examines the impact of land certificates issued under the PTSL program on community welfare in Pringsewu Selatan Village using a qualitative approach. Data were collected througth interviews, obsevation, and documentation. The result show that land certificates issued under the PTSL program have an impact on community well-being, which includes economic, social, psychological, and cultural aspect. In the economic aspect, land certificates can be used as collateral to access financing from financial institutions, although not all residents utilize them due to factors such a age, occupation, and perceptions of debt risk. In the social aspect, land certificates provide legal certainty that helps clarify land boundaries and minimize potential land disputes. In the psychological aspect, land certificates provide a sense of security and peace of mind due to legal certainty of ownership. In the cultural aspect, land certificates facilitate the management and inheritance of land within families. However, several obstacles were still found in their utilization, including the obligation to pay Land of building Acquisition Duty (BPHTB), administrative costs, and limited community understanding regarding procedures of using land certificates. Overall, PTSL result certificate has a positive and multidimensional impact of community welfare in Pringsewu Selatan Village.
