Abstract
This research was motivated by the potential development of Badung traditional woven fabric in Mambal Village, Abiansemal District, Badung Regency, which still faces several challenges, particularly in marketing, institutional capacity, and limited access to economic resources. This study aims to analyze the role of the Badung Regency Land Office in implementing access arrangement under agrarian reform for the development of Badung traditional woven fabric and to examine the responses, participation, perceived benefits, and constraints experienced by program participants. This study employed a qualitative research method with a descriptive approach. The research was conducted in Mambal Village and the Badung Regency Land Office. Informants were selected purposively and consisted of the Head of Land Arrangement and Community Empowerment Section, the Village Head, the Hamlet Head, the Head of the Sari Jepun Weaving Group, and a weaving artisan. Data were collected through interviews, documentation, and document studies, and were analyzed using thematic analysis through data review, data reduction, coding, theme categorization, and conclusion drawing. The results indicate that the Badung Regency Land Office played a facilitative role in implementing access arrangement under agrarian reform through social mapping, institutional strengthening, cross-sectoral coordination, and entrepreneurship assistance. The program provided benefits in the form of increased participant capacity through training and socialization activities, strengthened institutional capacity of the Sari Jepun Weaving Group, and expanded opportunities for product promotion through exhibitions and government-facilitated events. However, this study did not find evidence that facilitated access to financing had been directly utilized by group members, nor that digital marketing socialization had resulted in measurable increases in sales transactions. Informants involved in the program generally expressed positive responses toward the role of the Badung Regency Land Office. Nevertheless, the program has not yet been implemented optimally because the sustainable market access development phase has not been carried out due to changes in the program’s technical guidelines.
