Abstract
This This study aims to determine the implementation of Community Land Empowerment (PTM) through regulating access to agrarian reform in Bangunkerto Village, Turi District, Sleman Regency, and analyze its potential in supporting the Sustainable Development Goals (SDGs), specifically the goals of poverty alleviation, food security, decent work, and economic growth. This study uses a descriptive qualitative method. Data collection was conducted through interviews, observation, documentation, and literature review. The results show that the PTM program was implemented as a follow-up to the 2018 land redistribution program and the 2021–2023 access arrangement program by the Sleman Regency Land Office. This program is implemented through extension activities, social mapping, training, business mentoring, business legality facilitation, and digital marketing, involving relevant agencies, the community, and the private sector. The agrarian access reform management program shows good potential in supporting SDGs (1) alleviating poverty by increasing community income, utilizing land certificates as access capital, and strengthening community economic enterprises. In SDGs (2) hunger eradication, this program sufficiently supports food security through the development of the agricultural sector and sustainable agriculture. Meanwhile, in SDGs (8) decent work and economic growth, this program is able to encourage the development of MSMEs, the fisheries sector, and tourist villages as sources of employment and local economic growth through business diversification. However, several obstacles still exist, such as limited business innovation, less than optimal product quality, dependence on chemical fertilizers, and the need for ongoing assistance for beneficiary communities.
