Abstract

The Online Counter is one of the public service counters located at the Sleman Regency Land Office. In providing its services, the Online Counter utilises an electronic registration system specifically designed for applicants wishing to submit their documents via a representative. Problems arise when there is a backlog of documents at the Online Service Counter, which affects the effectiveness of the service. The aim of this study is to implement a risk management strategy based on the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency Regulation No. 1 of 2026 to address the problems encountered at the Online Service Counter. This study utilises a mixed-methods approach; the data required for this research is sourced from interviews for qualitative data and the online counter’s document control tables for quantitative data. The final outcome of this study will consist of recommendations based on a SWOT analysis. The research findings indicate two categories of risk at the online counter: Human Resources risk and Technology risk. Control measures have been implemented to address these risks. As a result, the level of one risk category—Human Resources risk—has been successfully reduced; however, the level of Technology risk has not decreased. Based on the SWOT analysis, the recommendation—which can be implemented immediately—is to draft written Standard Operating Procedures (SOPs), as the online service desk previously lacked written SOPs for the verification stage.
