Abstract

Transfer of land rights is one of the seven priority services of the Ministry of ATR/BPN. To improve service time efficiency, an innovation has been implemented in the form of electronic services for the transfer of land rights. This service is part of the e-government implementation in the land sector, which aims to enhance efficiency, transparency, and legal certainty in land administration. However, various obstacles affecting service effectiveness are still encountered in its implementation. This study aims to analyze the implementation mechanism for issuing electronic certificates in electronic transfer of rights services, identify the problems and impacts that arise, and analyze the strategies implemented to overcome these issues at the Land Office of South Jakarta Administrative City. The research method used is a descriptive qualitative research method through interviews, observations, and document studies. The results show that the electronic transfer of rights has been implemented in accordance with regulations. However, the timeliness of service completion remains low, characterized by various problems encompassing legal, technical, and human resource aspects. These issues lead to service delays, which potentially reduce legal certainty and public trust. The strategies implemented include coordination between sections, increasing accuracy in data processing, and reporting system constraints to the Data and Information Center (Pusdatin). The conclusion of this study indicates that improvements in the system, data validity, and the quality and quantity of human resources are required to support the optimization of electronic land rights transfer services.
