Abstract
Land Consolidation (KT) is a policy instrument for restructuring land ownership and use to create a more orderly environment. This study aims to examine the implementation of KT Swadaya (Swadaya Land Consolidation) in Sumberarum Village, Sleman Regency, which has the unique characteristic of being implemented on non-clustered land parcels. This study used a descriptive qualitative method, with data collection techniques through in-depth interviews and document studies. The results indicate that the non-clustering of land parcels is due to government budget efficiency policies and technical-administrative constraints, such as boundary disputes and the status of land certificates being used as bank collateral. Although its implementation was forced to proceed partially, the KT Swadaya program is considered effective. Through active community participation, the program successfully resolved land conflicts resulting from the 1998 National Agrarian Operations Project (Prona), while simultaneously increasing the accessibility and economic value of land in the area.
