Abstract

Pucung Kalurahan, Girisubo District, Gunungkidul Regency, has diverse natural and cultural tourism potentials. These require adequate tourism-supporting infrastructure. The Pucung Kalurahan master plan 2022–2047 established the 2022-2027 milestone as the development target. However, several infrastructure development targets have not been fully achieved due to various challenges. This study formulates strategies, analyses challenges, and examines solutions for basic tourism-supporting infrastructure in line with the Pucung Kalurahan master plan. The research uses a qualitative case study approach. Data were collected through interviews, observations, and document analysis. The data were analysed using thematic analysis. The study focused on comparing the actual condition of tourism-supporting basic infrastructure with the targets set in the 2022-2027 milestone. Findings show the infrastructure development strategy uses a phased approach and focuses on priority destinations. Challenges include limited policy resources and the economic, social, and political environment. Solutions include strengthening human resources by forming local tour guide groups with tourismbased economic incentives. In addition, infrastructure development should be carried out gradually, in line with development priorities, and supported by the use of alternative parking areas across multiple tourism destinations. Tourism development should also ensure environmental sustainability and regulatory compliance. Keywords: development strategy, tourism-supporting basic infrastructure, master plan
