Abstract

As the smallest unit of government, the village plays a vital role in community development and empowerment. This aligns with the Asta Cita vision, which emphasizes building from the village level upward to achieve economic equality and poverty eradication. This role is further strengthened by the Village Law, which grants full autonomy to communities to manage village potential and assets independently. However, in practice, the management of village-owned land (tanah kas desa) in many regions remains suboptimal due to a lack of innovation and integrity, which ultimately disadvantages the community. This condition stands in stark contrast to the achievements of Wunut Village in Klaten Regency, which has successfully undergone a transformation by optimizing its village-owned land into a productive tourism sector. This success has yielded tangible results for community welfare and elevated Wunut to the status of a Self-Sufficient Village (Desa Mandiri). This study aims to determine the management process of village treasury land (tanah kas desa) in Wunut Village and evaluate how the outcomes of such management contribute to the achievement of 'Independent Village' (Desa Mandiri) status. The research employs a qualitative method with a descriptive approach, utilizing participatory theory and the concept of the Independent Village as the analytical framework. Data collection techniques included interviews, observation, and documentation studies. Meanwhile, data analysis was conducted through several stages, beginning with initial review and data reduction, followed by the synthesis of abstractions, and the categorization of information, ultimately concluding with the formulation of propositional statements. The research indicates that the management of village-owned land (tanah kas desa) in Wunut Village involves community participation throughout every stage, from planning to oversight. Despite encountering technical development challenges and initial skepticism from residents, these obstacles were successfully addressed through deliberation, budget transparency, and the spirit of mutual cooperation. The impact of this success is directly felt by the community, notably through social protection programs such as the provision of health insurance (BPJS Kesehatan) for all residents. This extraordinary achievement has propelled Wunut Village from the status of a Disadvantaged Village to a Self-Sufficient Village (Desa Mandiri), while simultaneously establishing its position as the village with the highest Village Original Income (PADes) in Klaten Regency as of 2025.
