Abstract

This study aims to analyze the effect of waqf land certificate utilization on nazhir management, the effect of nazhir management on waqf land optimization, and the indirect effect of waqf land certificate utilization on waqf land optimization through nazhir management as a mediating variable. The research was conducted in Kulon Progo Regency using a quantitative approach with a survey method. Data were collected through questionnaires distributed to waqf nazhir, with 66 respondents analyzed. The data were analyzed using Structural Equation Modeling Partial Least Squares (SEM-PLS) with the assistance of SmartPLS 4.0. The results show that waqf land certificate utilization has a positive and significant effect on nazhir management, with a coefficient of 0.493, t-statistic of 5.148, and p-value < 0.001. Nazhir management also has a positive and significant effect on waqf land optimization, with a coefficient of 0.426, t-statistic of 3.169, and p-value of 0.001. Furthermore, nazhir management positively and significantly mediates the effect of waqf land certificate utilization on waqf land optimization, with an indirect effect coefficient of 0.210, t-statistic of 2.072, and p-value of 0.019. These findings indicate that waqf land certificates function not only as legal evidence but also as governance instruments that strengthen nazhir management. However, waqf land optimization does not occur automatically through certification alone, it requires professional, measurable, and accountable nazhir management.
