Abstract

This study examines risk management strategies in issues related to the auction of land objects under mortgage rights by banks at the Land Office of Tegal Regency, focusing on the processes of risk identification, evaluation, and the formulation of risk mitigation strategies. The study employs a mixed-method approach with a sequential explanatory design. Data were collected through in-depth interviews, observations, and documentation studies of auction cases from 2022 to 2025. The analysis was conducted through stages of risk identification, analysis of causes and impacts, and evaluation of risk levels within a risk management framework. The results indicate that auction-related issues are influenced by both internal and external factors, such as inconsistencies in land data, weak inter-agency coordination, and legal claims filed by debtors or third parties. The risks identified include legal, operational, and reputational risks with varying levels of severity. Existing risk management practices have not been fully systematic, thus requiring strengthening strategies such as enhanced cross-sector coordination, digitalization of data archives, development of risk-based standard operating procedures (SOP), and the implementation of preventive measures. This study highlights the importance of integrated and proactive risk management to improve the effectiveness of dispute resolution and to maintain legal certainty in land auction processes.
