Abstract

This research was motivated by differences in the results od the land redistribution program in Lingga Regency. Land redistribution originating from the TORA Forest Area was successfully implemented in Nerekeh Village but encountered obstacles in Teluk and Belungkur Villages. This study aims to understand the land redistribution process and analyze community views on the land redistribution program, identify and explain the reasons for rejection or obstacles from village governments in the land redistribution process, and analyze factors that influence the success and failure of land redistribution in Lingga Regency. This study uses a qualitative method with a case study approach. The research locations are in Teluk Village, Belungkur Village, and Nerekeh Village. Data were obtained through interviews, observation, and document analysis, then analyzed using thematic analysis. The results show that the community generally has a positive view of the land redistribution program because it is considered to provide legal certainty over land and can improve the community's economic welfare. Although there are obstacles to the implementation of land redistribution in Teluk Village due to limited land area that cannot accommodate the entire community, thus raising concerns among the village government about social conflict. Meanwhile, in Belungkur Village, obstacles arose because the land status of the land redistribution project was unclear due to overlapping land ownership rights between companies. The program’s success was determined by high levels od community trust, acrive participation by the village government and the community, and coordination and communication between the parties involved. Conversely, failure occurs because the land object does not fully fulfill the clear and clean principles and there is an imbalance in the determination of the subject which triggers social rejection.
