Abstract

Madiun City still faces flooding problems and limited availability of Green Open Space (RTH). In 2024, the area of RTH in Madiun City was recorded at 20.62% of the area, so it does not meet the minimum requirement of 30% as stipulated in Law Number 26 of 2007. In addition, during the 2020–2024 period, 130 flood incidents occurred spread across several areas of the city. This study aims to identify the existing conditions and types of public green open space in Madiun City and determine the most effective type of public green open space in reducing flood risk based on stakeholder perceptions. The research method used is a mixed method through document studies, field observations, interviews, and distribution of questionnaires to the community and related agencies. The effectiveness assessment is carried out based on aspects of productivity, efficiency, satisfaction, flexibility, and quality. The results show that public green open space in Madiun City reaches 317.5 hectares or 9.56% of the area, so there is still a shortfall of 347.1 hectares or 10.44% of the public green open space requirement. The types of public green space identified included urban forests, green roads, parks, yards, and specific functions. Urban forests achieved the highest effectiveness score of 4.21 and were perceived as the most effective type of public green space in reducing flood risk in Madiun City. The results of this study can provide input for local governments in the management and development of public green space. Keyword: Green Open Space, Flood, Effectiveness, Perception
