Abstract

Government digital transformation encourages cross-sector data integration to improve public service quality and strengthen regional administration. Sragen Regency implements land and regional tax data integration through the INSPIRA TANAH System, which connects the Land Office Computerization System (KKP) with the Regional Tax and Retribution Management Information System (SIMPDRD) and the Tax Object Information Management System (SISMIOP) of the Regional Financial and Revenue Management Agency of Sragen Regency through a host-to-host mechanism based on an Application Programming Interface (API). This study aims to analyze the system implementation, implementation constraints, service efficiency, and the potential strengthening of the PBBP2 tax assessment base. This research uses a mixed methods approach with a concurrent embedded design, placing the qualitative approach as the main method and quantitative data as supporting evidence through interviews, observation, documentation, literature study, and service data analysis. The results show that the implementation of the INSPIRA TANAH System was carried out through four phases: initiation and planning, legitimation and preparation, system implementation, and evaluation and dissemination. The system supports the electronic exchange of Land Parcel Identification Number (NIB) and Tax Object Number (NOP) data. Data exchange between systems can operate in real-time at the technical level, but empirical service completion is still affected by verification, validation, electronic signatures, and administrative processes. The empirical average integration duration reached 7.94 days, while the average electronic signature duration reached 1.83 days. The total digital service duration was 9.77 days, reducing service time by approximately 20.23 days compared to the 30-day collective manual service baseline. As of April 24, 2026, 15,016 e-SPPT PBB-P2 had been processed through NIB-NOP integration, with a total PBB-P2 assessment value of IDR 1,277,850,668. The indicative administrative Cost Benefit Analysis (CBA) shows a positive net benefit of IDR 1,218,350,668, with the Break Even Point (BEP) reached at the 706th process. The implementation still faces several constraints, particularly the incomplete spatial integration, the suboptimal use of the log system for data synchronization monitoring, and limited support for system development. The findings indicate that INSPIRA TANAH supports cross-agency service interoperability and strengthens the PBB-P2 assessment base. However, it cannot yet be claimed as a direct increase in Regional Original Revenue because this study does not analyze actual tax payment realization data.
