Abstract
Land plays a crucial role as a source of livelihood and community activities. However, population growth and increasing land demand in strategic areas such as Nglanggeran Village often lead to administrative irregularities and inappropriate land use. Nglanggeran Village is recognized as an international tourism destination and is part of the Batur Agung Zone, which has significant geological vulnerability. Therefore, the regulation of land tenure, ownership, use, and utilization (P4T) is highly important. This research was motivated by findings of overlapping land use, including the development of residential areas within protected zones. The main objective of this study is to identify the spatial distribution of land parcels based on P4T status and to analyze their spatial relationship with the Gunungkidul Regency Spatial Plan (RTRW) for 2010–2030. This study applies a descriptive quantitative approach using spatial analysis techniques. Primary data obtained from the P4T inventory through the Survey123 application were integrated with secondary data in the form of cadastral maps and RTRW spatial pattern maps through spatial join and overlay processes. The results indicate that the spatial distribution of land parcels in Nglanggeran Village is dominated by agricultural and forest land uses, with residential areas functioning as supporting land use. Most land parcels have been registered, although some remain unregistered. Spatial analysis also reveals inconsistencies between existing P4T conditions and the RTRW spatial patterns, particularly in protected areas that are being utilized for other activities. In addition, gaps and overlaps were identified within the spatial pattern data. The proposed solutions include a more integrated adjustment of the RTRW, the acceleration of Detailed Spatial Plan (RDTR) preparation, and public outreach regarding the functions of protected areas to improve community awareness of spatial conformity and the implementation of KKPR as a mechanism for controlling spatial utilization.
