Abstract
Land certificates serve as valid and strong evidence of land ownership rights, providing legal certainty for rights holders. Along with technological advancements, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has undertaken a transformation by introducing electronic land certificates to improve the efficiency and security of land administration services. Despite having a strong legal foundation, the implementation of electronic certificates still faces challenges due to differences in public perception. This study aims to determine the level of public understanding of electronic certificates, analyze public perceptions of electronic certificates at the Bantul Land Office, and examine the correlation between public understanding and public perception of electronic certificates. This research employed a descriptive quantitative method. The study was conducted in Bangunjiwo Village, Kasihan District, Bantul Regency, using a purposive sampling technique. Data were collected through questionnaires distributed to 330 residents of Bangunjiwo who already possessed electronic land certificates. The results show that: (1) the level of public understanding of electronic certificates is categorized as good, with an average score of 77.2%, indicating that most respondents understand the basic characteristics of electronic certificates, including aspects of efficiency and security such as digital document formats, electronic storage, authenticity verification, and data protection systems; (2) public perception of electronic certificates is also categorized as good, with a mean score of 3.82, indicating positive evaluations, particularly regarding service efficiency and land data security; and (3) there is a positive and significant relationship between public understanding and public perception of electronic certificates, as indicated by the Spearman Rank correlation coefficient of 0.282 and a significance value of 0.000 (< 0.05). These findings suggest that a higher level of public understanding tends to be associated with a more positive perception of electronic certificates. However, the strength of the relationship is relatively low, indicating that public perception is influenced not only by the level of understanding but also by other factors beyond the scope of this study.
