Abstract

Data discrepancies between the Land Parcel Identification Number (NIB) managed by the National Land Agency (BPN) and the Tax Object Number (NOP) managed by the Regional Financial and Asset Management Agency (BKAD) may lead to inaccuracies in Land and Building Tax (PBB) calculations and potential losses in local government revenue. This study aims to measure the level of spatial and attribute conformity between land parcel data resulting from the Complete Systematic Land Registration (PTSL) program and PBB object data, as well as to identify the factors causing unlinked data in Ngestiharjo Village, Wates District, Kulon Progo Regency. This study employed a quantitative approach using a full census method involving 3,367 land parcels. The analysis was conducted using three indicators, namely Spatial Match Rate (SMR), Attribute Match Rate (AMR), and Linkage Rate (LR). The entire analytical process was carried out using ArcGIS and QGIS and was verified through field observations. The results showed that the SMR reached 96.37% (highly feasible). However, the AMR for landowner name matching was only 43.60%, while the AMR for parcel area matching was 35.86%, both of which were classified as not feasible. The LR value decreased significantly from 99.79% at the administrative stage to 18.48% after the combined analysis. The main contributing factors were the absence of standardized name formatting across institutions, land parcel subdivision without corresponding NOP updates, limited coverage of the 2021 PTSL program, differences in coordinate systems, and the lack of a standardized data synchronization mechanism between ATR/BPN and BKAD.
