Abstract

The construction of Jlantah Dam as a national strategic project has triggered land use changes and land value shifts in Tlobo and Karangsari Villages, Jatiyoso District, Karanganyar Regency. This study describes land value changes based on Land Value Zone (ZNT) data from 2018 and 2024, and analyzes the spatial distribution of those changes according to land use classification. A qualitative method with a spatial analysis approach was applied through map overlay techniques, supported by interviews, observation, and documentation with purposively selected key informants. The results indicate land value increases across the majority of zones, rising from IDR 11,000/m² to IDR 532,000/m² in 2018 to IDR 51,000/m² to IDR 1,156,000/m² in 2024. A total of 12 zones were recorded in 2018, expanding to 29 zones in 2024. Overlay analysis of the 2018 and 2024 maps produced 17 land value change zones: 12 zones experienced increases while 5 zones declined. Nonagricultural land, particularly residential areas, exhibited greater value appreciation than agricultural land, especially in areas with high accessibility and proximity to dam access roads. Conversely, zones surrounding the inundation area or reservoir edges tended to stagnate or decline in value. This study concludes that the influence of Jlantah Dam construction on land values is spatially uneven and is shaped by land use type, accessibility, and distance to infrastructure.
