Abstract
KW 4,5,6 data quality, namely certified land parcels that have not yet been mapped, triggers disputes and double certificates in Saptorenggo Village, Pakis District, Malang Regency. This study aims to identify the condition of such data quality, analyze its risk level, and formulate a data quality improvement strategy as a risk management effort to support the validity of land data. This study employs a qualitative method with a case study approach. Data were collected through interviews, observation, and document study. Risk identification and assessment used a risk register based on the Regulation of the Minister of ATR/Head of BPN Number 1 of 2026, while strategy formulation was supported by a SWOT analysis. The results show that KW 4,5,6 data quality decreased from 1,002 to 508 parcels, consisting of 161 KW 4, 332 KW 5, and 15 KW 6. The initial Very High (21) risk level dropped to High (16) because controls were not yet optimal, with threats of civil sanctions, declining public trust, and administrative sanctions. The handling strategies include database improvement, human resource allocation, cooperation with regional and village governments, mediation, and the preparation of official reports.
