Abstract
The area surrounding Lempuyangan Railway Station represents one of the complexities of land governance in the Special Region of Yogyakarta, particularly concerning the utilization of Sultanate land. The land dispute emerged when part of the residential area of Kampung Tegal Lempuyangan was designated as an asset of PT Kereta Api Indonesia (PT KAI) DAOP 6 Yogyakarta based on a Serat Palilah issued by the Kawedanan Panitikismo of the Yogyakarta Sultanate. This situation created overlapping claims of control between local residents and PT KAI, ultimately resulting in the eviction of the residents. The issue is not only related to the legality of Sultanate land utilization but also has significant social and economic consequences for the affected community. This study aims to analyze the legal position of Serat Palilah and the mechanism of Sultanate land utilization, the administrative legitimacy of granting land utilization permits to PT KAI DAOP 6 Yogyakarta, the compensation mechanism provided to residents affected by the eviction, as well as the economic and social impacts experienced after the eviction. This research employs a descriptive qualitative method with a phenomenological approach. Data were collected through interviews, observations, and document studies. The findings indicate that Serat Palilah and Serat Kekancingan are customary legal instruments of the Yogyakarta Sultanate that function as permits for the utilization of Sultanate land and possess valid legal standing. The mechanism for utilizing Sultanate land involves administrative procedures conducted through the Regional Land and Spatial Planning Office and requires approval from the Sultanate through the Kawedanan Panitikismo. PT KAI DAOP 6 Yogyakarta fulfilled the required administrative requirements and obtained a Serat Palilah as the legal basis for utilizing Sultanate land in the Lempuyangan Railway Station area. The eviction process was accompanied by compensation provided by PT KAI in the form of demolition and transportation allowances, as well as uang bebungah granted by the Yogyakarta Sultanate as a form of social concern. However, one resident who refused the eviction did not receive either compensation or uang bebungah. Economically, the eviction caused residents to lose their primary sources of livelihood, which had largely depended on activities surrounding the railway station, resulting in an income reduction of up to 70 percent. Socially, the eviction weakened social cohesion, diminished residents’ sense of belonging to a place they had occupied for decades, generated feelings of loss and trauma, and required them to adapt to new social environments.
