Abstract

This research is motivated by the implementation of Electronic Land Certificates as part of the land service digitalization program at the Bojonegoro Land Office. Although this policy aims to improve service efficiency, data security, and legal certainty of land rights, differences in public understanding, trust, service experience, and acceptance of electronic certificates are still evident. This study aims to analyze public perceptions of the implementation of Electronic Land Certificates at the Bojonegoro Land Office and to identify appropriate service strategies to enhance public acceptance of this digital innovation. This study employs a descriptive qualitative method with data collection techniques consisting of interviews, observations, and documentation. The analysis was conducted based on four aspects of public perception, namely public understanding, trust in the security and legality of electronic certificates, service experience, and public acceptance of the implementation of Electronic Land Certificates. The results indicate that public perception of Electronic Land Certificates is generally positive. Most respondents consider electronic certificates to be more practical, efficient, and secure than conventional land certificates. However, several challenges remain, including limited digital literacy, insufficient understanding of the electronic certificate system, and concerns regarding digital data security. To improve public acceptance, the Bojonegoro Land Office has implemented various strategies, including continuous socialization and public education, assistance and guidance for service users, improvements in service quality, and transparent dissemination of information regarding the security and legal validity of Electronic Land Certificates. Therefore, appropriate service strategies play an important role in supporting the successful implementation of Electronic Land Certificates and strengthening public trust in digital land services.
