Abstract

The study is motivated by public objections in the inventory and identification activities of the Cabean Dam Land Procurement in Blora Regency. These objections arose due to discrepancies between the survey results and actual field conditions, both in land area and in the number and types of crops. The objective of the study is to analyze the implementation of inventory and identification and the causes of data discrepancy using the Edward III Implementation Model (communication, resources, disposition, and bureaucratic structure). The method used is descriptive qualitative, with data collected through in-depth interviews and document study. The results of the study show that communication is the most dominant variable causing data discrepancy, as the clarity of messages from Task Force A was not fulfilled and the consistency of information from Task Force B failed. Resources were generally adequate, but the authority of Task Force B was suboptimal because the community was involved in data collection, and signal facilities were inadequate. The disposition of field officers was good but could not compensate for the weaknesses in communication. The bureaucratic structure was ineffective due to violations of standard operating procedures in the preparation phase and weak inter-agency coordination, which led to extended delays in the implementation of inventory and identification. The study recommends improving technical communication from the outset of socialization, strengthening the authority of field officers, providing alternative communication facilities, and revising standard operating procedures to mandate field verification during the preparation phase.
