Abstract

This study examines the monitoring of Kalurahan Land utilization in Ngestiharjo Kalurahan, Kasihan Subdistrict, Bantul Regency, Special Region of Yogyakarta. The research aims to analyze the use and utilization of Kalurahan Land, the implementation of monitoring activities, the challenges encountered, and the measures taken to address non-compliant land utilization. A descriptive qualitative approach was employed, with data collected through interviews, observations, and document analysis. The findings show that Ngestiharjo Kalurahan has 307 parcels of Kalurahan Land covering a total area of 684,122 m², consisting of Village Treasury Land, Pelungguh Land, Pengarem-arem Land, and Land for Public Purposes. Monitoring is carried out through a hierarchical mechanism involving the Kalurahan Government, the Bantul Land and Spatial Planning Agency, and the Yogyakarta Provincial Land and Spatial Planning Agency through both preventive and corrective measures. The main challenges include low public compliance, limited human resources, the extensive area and distribution of Kalurahan Land parcels, and inconsistencies in administrative data. Efforts to address these issues include the implementation of administrative sanctions, the establishment of a monitoring team, the preparation of technical guidelines for residential settlement management, boundary demarcation, land certification, and the development of a WebGIS-based spatial information system.
