Abstract

Land acquisition for railway development is one of the government's efforts to improve regional connectivity, facilitate community mobility, and promote economic growth. One of these projects is the construction of the Makassar -Parepare railway line in Punranga Village, Ma'rang District, Pangkep Regency. The conversion of land use, particularly agricultural land, into railway infrastructure has the potential to affect the economic conditions of landowners who receive compensation. This study aims to analyze the economic conditions of compensation recipients before and after land acquisition, identify the economic impacts resulting from the land acquisition process, and examine the community's responses to the implementation of land acquisition for railway development. This research employed a descriptive qualitative method. Data were collected through direct interviews, questionnaires, observations, and document analysis concerning the economic conditions of compensation recipients, the perspectives of village officials, and other stakeholders involved in the land acquisition process in Punranga Village. The results of this study indicate that: first, land acquisition led to a decline in the economic conditions of most compensation recipients. Second, the land acquisition generated positive economic impacts, including improved transportation cost efficiency, increased accessibility, and the creation of new employment opportunities around the railway station. However, the negative impacts were more dominant, particularly for compensation recipients, including changes in livelihood structures due to the reduction of agricultural land, decreased income resulting from lower agricultural production, and the loss of productive assets previously represented by paddy fields. Third, the people of Punranga Village generally expressed neutral responses toward the railway development, while compensation recipients tended to respond negatively because of the economic losses they experienced. Fourth, solutions to mitigate these negative impacts include sustainable community economic empowerment programs, such as providing more productive forms of compensation, vocational skills training, business capital assistance, employment opportunities, and guidance in managing compensation funds effectively.
