Abstract
This research is motivated by the hereditary land ownership of the community in the Lempuyangan Station area, Yogyakarta City, who base their ownership on a Land Information Letter (SKT). The land is Sultanate Land under the authority of the Ngayogyakarta Hadiningrat Sultanate. This study aims to analyze the issuance process and legal status of Land Information Letter (SKT) for Sultanate Land, the authority of the Ngayogyakarta Hadiningrat Sultanate in managing Sultanate Land, and the Sultanate's opinion regarding Land Information Letter (SKT) as the basis for land ownership by hereditary residents. This research uses an empirical juridical method with a qualitative approach. Data were obtained through literature review, interviews, and documentation involving the Ngayogyakarta Hadiningrat Sultanate, the Yogyakarta City Land Office, and the hereditary residents. Data were analyzed descriptively and qualitatively. The results of the study indicate that the Land Information Letter (SKT) in the Lempuyangan Station emplacement area was issued by the Yogyakarta City Land Office through the Complete Systematic Land Registration (PTSL) activity requested by the Ngayogyakarta Hadiningrat Sultanate in order to inventory and identify the status of the Sultanate's Land. The Land Information Letter (SKT) contains the identity of hereditary residents as parties who control or physically occupy the land plot, but does not provide ownership rights to the occupied land. Therefore, the Land Information Letter (SKT) only serves as an administrative document that explains the physical control and history of land use, and cannot be used as a basis for the birth of rights to the Sultanate's Land. The Ngayogyakarta Hadiningrat Sultanate has the authority to regulate, manage, supervise, and grant permits for the use of the Sultanate's Land through Serat Palilah based on Article 33 paragraph (4) of Law Number 13 of 2012 concerning the Special Status of the Special Region of Yogyakarta. The Sultanate believes that the Land Information Letter (SKT) is not a legal basis for acquiring rights to Sultanate land, but rather is merely an administrative document that can be used as one of the requirements for submitting a Serat Palilah application. Therefore, the existence of the Land Information Letter (SKT) does not change the land's status as Sultanate land or diminish the Sultanate's authority in managing it.
