Abstract

The digital transformation of land administration services has encouraged the development of consultation systems based on Generative Artificial Intelligence (AI) as an alternative to conventional consultation mechanisms. However, empirical studies examining public preferences for AI-based land consultation services remain limited. This study aims to analyze public preferences for Generative AI-based land consultation services in comparison with consultation services provided by the National Land Agency (BPN) and Land Deed Officials (PPAT), identify service attributes influencing choice decisions, and estimate the public’s willingness to pay (WTP) for Generative AI-based services. This research employs a quantitative approach using a Stated Preference Survey and a Discrete Choice Experiment involving 221 respondents in Klaten Regency, Indonesia. The data were analyzed using the Multinomial Logit Model and the Mixed Logit Model to capture preference heterogeneity based on income level. The analysis was further complemented by elasticity analysis, sensitivity analysis, and WTP estimation. The results indicate that Generative AI-based consultation services are more preferred than conventional consultation services, particularly those provided by PPATs. The factor that most strongly influences the choice of Generative AI services is individual socioeconomic characteristics, particularly income level. Furthermore, respondents demonstrate a willingness to pay an additional fee for Generative AI-based consultation services, with the highest WTP observed among higher-income groups.
