Abstract
The implementation of digital transformation at the Ministry of ATR/BPN, as mandated by Ministerial Regulation Number 3 of 2023, has positioned media transfer as a critical phase in the transition toward electronic certificates. However, operational realities at the Pati Regency Land Office reveal various obstacles, ranging from suboptimal third-party verification results to technical disruptions in the KKP system and SITATA applications. This study employs a qualitative method with a descriptive approach. Data collection techniques include document analysis, observation, and in-depth interviews with key informants at the Pati Regency Land Office. The findings indicate that media transfer implementation has adhered to established procedures, yet remains highly dependent on human resource capacity and data quality. The media transfer acceleration strategy is structured using the 5M framework (Man, Method, Machine, Money, Materials). In the Man aspect, third parties are involved to address human resource limitations. In the Method aspect, third-party involvement serves as a parallel work method, with procedures adjusted in accordance with Ministerial Regulation ATR/Ka BPN No. 03/2023 and the Technical Guidelines (TCK). In the aspect of (Machine), a website-based monitoring spreadsheet is developed, software utilization is optimized, and hardware responsibilities are separated between third parties and internal staff. In the aspect of (Money), funding sources are separated, with PHLN for verification and PNBP for media transfer, along with the implementation of a mini-competition and unit-price contracts. In the aspect of (Materials), priority grouping of documents 2012–2025 issuance years and handling of duplicate land title numbers are applied Keywords : Media Transfer, Electronic Certificate, Problematics, Strategy, Pati Regency Land Office
